Central Bank most trusted by colombian leaders

Supreme Court comes in second, while President and Congress rank low

By Manuel Rueda, Editorial Director

Wednesday, February 10, 2010

The Central Bank and the Supreme Court are the most trusted institutions amongst Colombian opinion leaders according to a recent survey by consulting firm Cifras y Conceptos.

Cifras surveyed 1,440 influential members of the press, academic institutions, trade groups, political parties and NGOs from Bogota and 14 of Colombia's states, asking them how much confidence they had in different national institutions.

The Banco de la Republica or Central Bank, obtained a 69% rating, followed by the Supreme Court with 63%.

The President´s office attained a modest 53% rating from Colombia´s opinion leaders, while Congress ranked next to last with 43%, possibly because many of its members are currently under investigation for links with paramilitary groups.

The opinion leaders´s survey is released as the executive branch fights the Supreme Court over the naming of Colombia´s top prosecutor and over the legality of a proposed constitutional reform that could enable President Uribe to run for an unprecedented third term.

Juan Camilo Restrepo, a former finance minister and one of the survey´s presenters, told EL TIEMPO that the high approval rating received by the supreme court shows that many opinion leaders are siding with this institution, which is wary of a third presidential term.

Interestingly, when the survey results are broken down by groups from which opinion leaders came from, the results reveal that politicians and trade group leaders trusted the President slightly more than the Supreme Court, while members of the press and academics had an overwhelming preference for the Supreme Court.

The surveyors interviewed people who hold important posts in different fields and who have the “capacity to influence political, social, and economic tendencies.”

Interviewees rated President Uribe´s security policies highly, giving him a 71% rating for his efforts to fight the guerrillas and a 60% rating for his efforts to fight drug trafficking.

The survey also asked opinion leaders for their expectations for 2010, and found that 64% of interviewees expected unemployment to increase this year.

59% expected the government´s deficit to increase and a slight majority thought inflation would go up this year.

Most interviewees thought that interest rates and the price of the US dollar will remain the same this year.
