Shakira shakes things up in Barcelona

Colombian pop superstar Shakira raised a ruckus in Barcelona this week while filming a new music video.
The singer danced the "Waka Waka" in a public fountain, rode a Harley-Davidson motorcycle without a helmet, and recorded footage without asking for a permit from local authorities.
Apparently, Barcelona's city government is not pleased.
According to the Spanish newspaper El Mundo, Barcelona's city council is investigating whether to fine the singer and her crew for violating city municipal codes.
"We will analyze the images [taken by fans and uploaded to youtube] to see if any infractions of the law were committed during the recording of the video," said a source from inside the city council.
The source also revealed disappointment with Shakira, since she is a "public figure" and doesn't "practice what she preaches."
"When in Barcelona, asking permission, one can do this kind of filming without a problem," continued the council member.
Shakira herself was all smiles as she recorded the video, gladly signing autographs, posing for pictures, and kissing fans.
When she began dancing in the Pla de Palau fountain, she invited the crowd to come join her, with everyone getting soaking wet in the process.
The video that was being recorded is for a song from Shakira's upcoming new album, called "Sale el Sol" (The Sun's Coming Out), which will be released in November.
